THE APPEAL
of the IV Kurultay of the Crimean Tatar people
“On overcoming of threat of terrorism and preservation of sympathy
and mutual respect between peoples”

Simferopol, November 10, 2001

Our world entered in XXI century, but which didn’t get yet free from terror and violence. The unprecedented terrorist acts by their scale and forms, which were committed on September 11, 2001, on territory of the United States of America and which took thousands lives – of citizens of more 80 states, different nationalities and religions, oblige all people to good will and combination of efforts against any demonstration of hate, brutality and evil.

The humankind, which suffered two World Wasting Wars in the XX century, during which ten millions peoples were executed, and a number of people were undergone to purposive execution of states, which confessed a fascist and communist ideology, is to develop such forms of mutual relations between peoples, religions, ideas and states, which would exclude a violence as way of consummation of goal.

The individual or state terrorism had never been and not become, as a way of achievement of ideals of good and justice, and people or organizations, which took it, cannot be forgiven. Terrorism will lose the ground from under feet, when the universal rights and freedoms, which were developed by international community, to provide a free development equally for all peoples. Each people is to be sure that its legal interests and rights will be provided, first of all, by government of own state, and in case of insufficiency of recourses or lack of a good will – with assistance of international community. At the same time, the mainframe principle in solution of all questions in relations between people and authority, people and states is to be a principle of non-violence.

For eradication of any forms of terrorism is very important also an imminence of pay for direct inspirations, organizers and doers of terrorist acts independently on their ideological, ethnical, religious or class motivation. However, a struggle against terrorism is not to bring to new victims among civilian population. We really feel for families and relatives of lost people in New York and Washington. We also sorrow about innocent victims among civil population of Afghanistan.

The tragic events of 11 September 2001 stirred up the whole world. Unfortunately, the international anti-terrorist military campaign, which was developed, brings to victims among civil population. The modern communications and information made eyewitnesses of sufferings, horror and debility of those, who were in place of catastrophe on hundred millions people. Our pain was strengthened that we being thousands kilometers from places of tragedy, were not able to give assistance to suffering people.

At the same time, we are suspicious by attempts of some politicians to doubt such universal values, which were achieved through sufferings by humanity, such as democracy, human rights and peoples’ rights, national, religious and cultural tolerance. In this connection, a role of international organizations and institutions in observance and respect of human rights and peoples’ rights is significantly increased.

Kurultay of the Crimean Tatar people supports the initiatives of a number of states and international organizations on convocation of special world forum, which is devoted to security and cooperation in solution of existing problems of inequality, including those, which were appeared as a result of activity of former totalitarian regimes.
