On approval of the Program for the resettlement of deported Crimean Tatars and those of other nationalities, who returned to the Autonomous Republic of Crimea for permanent residence, for the period up to the year 2005

The Cabinet of Ministers of Ukraine resolves:

  1. To approve the Program for the resettlement of deported Crimean Tatars and those of other nationalities, who returned to the Autonomous Republic of Crimea for permanent residence, for the period up to the year 2005 (henceforth-Program), which is attached.

  2. The Ministry of Finance, Ministries of the Economy and European Integration, State Committee on Nationalities and Migration, Council of Ministers of the Autonomous Republic of Crimea, when preparing drafts of the State budget of Ukraine and the budget of the Autonomous Republic of Crimea, should foresee, taking into account the realistic possibilities of the budget, and starting from 2003, the allotment of funds for implementation of the Program’s measures.

  3. The State Committee on Nationalities and Migration, State Committee on Construction and Architecture, other central executive bodies, and the Council of Ministers of the Autonomous Republic of Crimea, jointly with the relevant bodies of local self-government, should annually define the current tasks of implementing the Program’s measures and ensure the control of their implementation.

  4. The Ministries of the Economy and European Integration, Ministry for Foreign Affairs, State Committee on Nationalities and Migration, Council of Ministers of the Autonomous Republic of Crimea should take additional measures to expand international economic relations with donor states, international organizations and foundations, to provide assistance in the provision of services to the Crimean Tatars and those of other nationalities, who have returned to the Autonomous Republic of Crimea.

PROGRAM
for the resettlement of deported Crimean Tatars and those of other nationalities,
who returned to the Autonomous Republic of Crimea for permanent residence, for the period up to 2005

This Program is intended to deal with the socio-economic, political-legal and cultural-educational problems related to the return, to their historical homeland, of deported Crimean Tatars and those of other nationalities (henceforth-repatriates), and specifies the priority tasks of executive bodies with respect to their resettlement.

During the period 1991-2002 almost 250,000 repatriates returned for permanent residence in the Autonomous Republic of Crimea and the city of Sevastopol, and most of them live in compact settlements in Simferopol and the Simferopol region (23,600 and 20,200 persons respectively), and in Bakhchisaray, Belogorsk, Dzhankoy, Kirov, Krasnogvardeysk and Lenin raions, where over 110,000 persons were resettled.

As of 1 January 2002, 145,000 repatriates (55.8%) were provided with housing. To aid in the resettlement process 2,299 thousand square meters of housing were constructed, including 1,969 thousand square meters in the form of individual dwellings.

Repatriates were provided with 45,964 plots of land for the construction of individual dwellings. Buildings were completed on 19,098 (41.5%) of the plots, on 21,866 plots buildings are still unfinished, and the remaining plots have not been exploited.

In the course of the last ten years 673.4 mln. UAH have been expended on capital construction to aid in the resettlement of repatriates. This led to the construction of 330 thousand sq. meters of housing as well as three schools accommodating 940 pupils, the laying down of 548 kilometers of water pipes, 1,056 kilometers of electricity transmission lines, 94 kilometers of roads, and 33 kilometers of gas lines, and allowed for the operation of other elements of the socio-cultural infrastructure. The total value of objects whose construction was not yet complete as of 1 January 2002 constitutes over 90 mln. UAH.

Nonetheless, only 85 per cent of the localities in which repatriates live in compact settlements are provided with electricity, only 60 per cent with water, and only about 5 per cent have hard-surfaced roads. Drainage systems are practically non-existent and transportation, telephone, and radio networks all require further development.

Since land was allotted to repatriates for their resettlement without the appropriate engineering studies being conducted, some of this land ended up in zones that are subject to natural calamities (landslides, flooding, etc.).

Dealing with issues related to the resettlement of repatriates requires the coordinated activities of executive bodies and institutions of local self-government in the Autonomous Republic of Crimea, and their limited effectiveness led to the need to develop this Program.

The basic aims of the Program are:

  • improving the system for resettling repatriates taking into account land reserves, and lands belonging to the reserve fund, while observing requirements for the preservation of the environment;

  • taking measures to provide for the engineering protection of land in the localities where repatriates live in compact settlements, with the aim of preventing landslides and intensification of the erosion of the seashore;

  • providing the localities where former deportees live in compact settlements with the appropriate systems to ensure water, natural gas, and electricity supplies, drainage systems, and hard-surfaced access roads;

  • the construction of housing for repatriates, providing support to those building their own houses, and creation of the appropriate socio-cultural infrastructure.

    The priorities in implementing the Program are:

  • resettlement issues — resettling repatriates, taking into account estimates of local resources, the engineering infrastructure, and appropriate modifications to the documentation concerning municipal construction and land-tenure regulations;

  • provision of housing — the construction of individual housing using the funds of repatriates, and also at the expense of centralized capital investments; the completion partly-built dwellings, and increasing the proportion of housing acquired for repatriates; the completion in 2002 of the provision of electricity to the localities where former deportees live in compact settlements, in 2004 – the construction of the necessary water-supply infrastructure, in 2005 – the construction of other elements of the engineering infrastructure;

  • the socio-cultural sphere — expanding the network of educational establishments, in particular with Crimean Tatar as the language of instruction, and public health establishments (points providing paramedical and midwifery services).

It is anticipated that the finances to cover the expenses involved in implementing the measures of this Program will come from the State budget of Ukraine and the budget of the Autonomous Republic of Crimea. It is estimated that the allotted funds will cover the expenses involved in supporting a network of socio-cultural establishments, providing assistance to individuals building their own dwellings, providing compensation for travel expenses and the cost of transporting belongings, providing compensation for the costs involved in living in hostels, supplying drinking water, training specialists for priority sectors of the economy and the socio-cultural sphere, and financing national-cultural and other activities intended to satisfy the social and cultural needs of repatriates.

To ensure the implementation of the basic measures of this Program the following measures are foreseen:

The completion of a complex of elements of communal and socio-cultural infrastructure in the localities where repatriates live in compact settlements.
